Building Disaster Resilience at Cavite State University with Environmental Intelligence
Overview
Cavite State University (CvSU), with 13 campuses across Cavite, is committed to community development through education, research, and disaster preparedness. To strengthen its environmental monitoring, forecasting and disaster resilience, CvSU partnered with Komunidad to implement advanced environmental intelligence technologies.
Komunidad developed the DIWA: Disaster, Intelligence, Warning, and Action Center, a comprehensive real-time environmental intelligence platform for CvSU. DIWA equips the university with tools to monitor and forecast environmental conditions, especially weather, across all 13 campuses. This system enhances CvSU's ability to manage and respond to environmental challenges, ensuring a disaster-resilient academic community.
Komunidad's DIWA system integrates smart weather sensors and cameras for real-time data collection, along with impact-based risk assessments to support disaster preparedness strategies. CvSU staff received training in equipment calibration, meteorology, data science, and disaster risk management to ensure the effective use of the system.
The Challenge
Delivering this project across 13 campuses required coordination between CvSU’s central administration and campus teams. Each campus had unique priorities, and the installation of smart weather sensors and cameras required careful planning and alignment with the university’s goals.

Solutions
Komunidad implemented the following solutions to address CvSU’s challenges:
- DIWA Monitoring Platform:
Komunidad created the DIWA Center, an environmental intelligence platform that provides critical insights to the university’s decision-makers, helping them manage environmental risks effectively.
- Installation of Smart Sensors and Cameras:
Smart weather sensors and cameras were installed across the 13 campuses to collect real-time weather data. The sensors were calibrated to ensure accuracy in weather reporting and environmental monitoring. - Training and Capacity Building:
CvSU staff received training on the use of the DIWA platform, as well as in areas such as equipment calibration, meteorology, data science, and disaster risk management. This ensured that the university could effectively operate the new systems.

With real-time data collection, forecasts and advanced risk assessment tools, CvSU now has the capacity to monitor environmental conditions effectively and make better-informed decisions, ensuring a safer and more resilient academic environment.
